[CRS_META] Are CRCOMM posts currently being archived?

Why are the CR Comm posts private while the CR list is
open to the public?  Don't both lists have the same
copyright issues that prompted making the Comm list
private a week or so ago?  Also, I thought the email
archive was private and required a password to begin
with.  Seems it used to be that way in that a log in
and password was required.
