IANAL, but the NIH Public Access Policy expressly does NOT abrogate 
copyright on funded studies: it requires their archiving at PubMed 
Central, but explicitly requires authors to "Make sure that any 
copyright transfer or other publication agreements allow the article to 
be submitted to NIH in accordance with the Policy.":

IAC, the great majority the stuff Al posts (a) is NOT PMC-archived, and 
(b) is from the published journal article, not the approved 
PMC-submitted MS.
