[CRS_META] EMWD charges?

Copyright violation is not a new issue. The List rules have said, at 
least as far back as 2000, that people should not even be posting full 
PubMed abstracts!! This was way before online full-text articles became 
available, let alone so readily.

Then Al Pater came on the scene ... and unfortunately, no one has been 
willing to clamp down on his activities. I hope that we will now find 
the cojones to absolutely implement the long-standing rule: no more 
posting so much material from full-text papers, especially whole, 
unedited, multi- paragraph excerpts of irrelevant or redundant material 
-- let alone entire papers.

This is needed for the quality of the List IAC.
