Peg, why is your post about   a signature file to the main List, in
violation of policy, as clog to the Archives, and as source of annoyance
to the membership?

To answer your question: leaving aside the obvious point that it SHOULD
be there, it's there because I mistakenly didn't relocate it to the
bottom, as was required for the main List after a contentious debate 2y
ago, with which I am confident I've been in >98% compliance. Relax, OK?
