[CRS_META] declined: crsociety - off-topic/list outage

There were a couple declined emails regarding the list outage.

Third-party tools exist to confirm whether or not a site's
inaccessible state is a server problem or a local issue, e.g.:

Hi Ronald,

The outage only seemed to last a few hours.  I haven't heard
what caused the outage yesterday.
