I realize that it's important to get a reply to these, but for folks 
who've already read the message, it's really just cramming inboxes and, 
effectively, spam ("Thanks, but I wasn't interested the first time").

We used to send an automatic message out to all new subscribers. Could 
we send announcements like this out to the List ONCE (or, in ongoing 
high-priority cases, once a week) so that everyone current on the List 
gets it, and (to make sure NEW subscribers see it) arrange for 
yet-current requests to go out directly to new subscribers individually?
