Due to many (it seems) first posts to Meta being an unsubscribe request or
a "Why isn't this list about CR?" question, I think it best to change the
initial moderation status of _new_ Meta members:

	"By default, should new list member postings be moderated?"
	From 'no' to 'yes'

This is the moderation paradigm used for the Community list.  I.e., the first
message is moderated to ensure it is not

	- an unsubscribe request
	- an out of office notice
	- complete garbage or empty of any new content
	- an untrimmed reply to the digest edition

Most posts meet this criteria and the poster is off moderation for the
Community list very shortly after their first post.
