[CRS_META] declined: crsociety - large pdf attachment

April, below, referenced and attached a large PDF which our
software doesn't automatically reject (maybe it should ...).

Anyway it was a 1 MB file which, IMO, I thought was excessive
compared to most of our emails.  It would only take a few
minutes on dial-up and I don't know the percentage of dial-up
users.  Although that is not very excessive, it could lead to
unsubscribes/complaints.

Another poster was asking about CRS hosting files (this is
Alex with the large powerpoint presentation he authored).
Maybe we could have an area that is not linked* and protected
with a password/captcha and a "no robots" HTML meta tag
etc.  Of course, the goal is not to circumvent copyrights
but to distribute by a means other than mass email.
